*'''Keep''' in both articles. It is not merely "decorative," and it has a clear context. It illustrates the section, "The Freewheelin' years, 1961–1964." The section is about her relationship with Dylan, and it illustrates her relationship. Unlike the other photo, it shows her at the time of her relationship. [[WP:NFC#UUI]] says, "For some retired or disbanded groups, or retired individuals whose notability rests in large part on their earlier visual appearance, a new picture may not serve the same purpose as an image taken during their career, in which case the use would be acceptable." Many [[WP:RS]] used the same cover to illustrate her obituary. Wikilinks are not an adequate substitution for the actual art. For example, [[WP:NOTJOURNAL]]] says, "articles should be written on the assumption that the reader will not or cannot follow these links." The section would be worse, and harder to understand, without it. So it is needed. The entire Suze Rotolo article is better with the illustration, and worse without it. It is justified by fair use. There is no benefit to deleting it. So I don't understand why it should be deleted. **If the reason this image is needed is simply to "illustrate" that Rotolo had a relationship with Dylan, then that is something that can be more than adequately expressed using text per [[:WP:NFCC#1]] without the use of this album cover. The same goes for simply wanting to show Rotolo on the cover walking arm and arm with Dylan. The reader does not need to see this album cover to understand a statement such as "Rotolo was romantically involved with Dylan during this time and was depicted on the album cover of [[:The Freewheelin' Bob Dylan]] walking arm and arm with him". The other argument you make for non-free use is more interesting. If there is something distinctive about Rotolo's appearance at that time of her life which received some coverage in reliable sources, then I could see how non-free use might be justified. I don't think this album cover, however, is a very good choice for such a thing. There's not a lot you can get about Rotolo's appearance from that cover which would seem to justify non-free use for this reason, and it seem like there might be other non-free (or possibly even free images) of her better suited for this purpose.
